L.R. Simons was the director of the Cooperative Extension service for New York State from 1932-1954. He coordinated the efforts of county Cooperative Extension agents to provide flood relief to farms after the flood of 1935.

On July 7-8, 1935, severe thunderstorms brought heavy rain throughout New York state, especially in south central New York, with up to nine inches of rain in Cortland, Chenango, Broome, Delaware, and Otsego counties. Many rivers rose to record levels. Several towns were inundated, including Binghamton and Hornell, and damage to roads, bridges, railroad tracks, fields, and buildings was extensive. On many farms, crops were ruined by the tons of debris left by the flood.
