Civil engineer. After graduating from Cornell in 1895, Reginald H. Keays served as an instructor in civil engineering. He joined the U.S.V. Engineers during the Spanish-American War and became assistant engineer in the Department of Havana for the War Department. He was an engineer for several companies and projects including the Hudson River Tunnels, the New York and New Jersey Construction Company, and the Moffat Tunnel Commission. After serving as Chief Engineer for Ulen and Co. in Athens, Greece, he held positions with the Public Works Administration on Rapid Transit Subway and Queens Midtown Tunnel, and with the Reconstruction Finance Corporation on the Brooklyn-Battery Tunnel. During World War II, Mr. Keays worked on the development of the Big Inch and Little Pipe oil lines.
