ALPHA is a non-profit comprehensive health planning agency serving the central New York counties of Cayuga, Cortland, Madison, Onondaga, Oswego and Tompkins. The agency evolved from the Onondaga County based health planning body, Community Health Information and Planning Services, Inc. (CHIPS), established in Syracuse, N.Y. in 1966. CHIPS and other health planning agencies were established as a result of the 1966 "Partnership for Health Act" which provided matching fund grants. In 1968, CHIPS sought and was awarded a grant to set up a comprehensive health planning agency that would serve the several counties of central New York. In March 1971, ALPHA became operational. The agency has helped in the planning of new health facilities, conducted surveys and studies, provided statistical data to individuals and agencies, and sponsored conferences.
